The Child Victims Act may have a better chance of passing this year after Governor Cuomo included it in his executive budget. As you may recall, the bill changes the statute of limitations for sex abuse cases involving a child. Right now, civil or criminal claims must be filed before the victim turns 23. But supporters of the measure say that's not enough time for some people to deal with the trauma enough to take action.
