Calling it a tragic accident, the Schuyler County district attorney says no charges will be filed in the death of a teen over the summer in the Finger Lakes.
Owen Thomas, 17, was boating on Waneta Lake with friends in June when he fell overboard and was fatally injured. Two other teens were in the boat at the time.
The DA says all of the teens were life-long friends and everyone involved is devastated by what happened.
Thomas had just graduated from Brighton High School.
