The clock is ticking. Time is running out for state lawmakers to legalize sports betting.

"It will be a long winter for the politicians when they realize that all the people living in New York can't bet on sports and all the people in New Jersey can,” said Jeff Gural, the Tioga Downs owner.

With neighboring state already legalizing sports gambling, the owner of Tioga Downs Casino wants New York to be next.

"This will add millions of dollars to the Upstate economy and create jobs," said Gural.

Jeff Gural already has a contract with Betfair. It's a company that operates online, retail and mobile betting.

"We're trying very hard to get them to understand that the people who are betting illegally are betting online and unless we are able to provide them with the ability to bet online, they will continue betting illegally,” said Gural.

Lawmakers can still vote to legalize sports betting before the legislative session ends Wednesday, so the Tioga Downs casino owner says he's remaining optimistic."

"A Hail Mary I guess you would call it,” Gural said. “I just hope the upstate people can convince the downstate people how important it is to them."

Even if the legislation doesn't pass this week, he will keep the contract with Betfair. Gural is expecting to see a windfall at his Meadowlands track.

"It's going to be a bonanza for me,” said Gural. “Think about it, the only place in all of the area, New York City, Westchester and Long Island, that you could come would be to a race track or casino in New Jersey.”

All the while hoping Albany lawmakers eventually let people place their bets at all of his tracks.
