Four Cortland County residents were arrested this week after they were found using drugs in front of a young child.

New York State Troopers were called to Byrne Dairy on Route 20 in Lafayette around 2:20 a.m. Tuesday for reports of a suspicious male.

Troopers found 28-year-old Christopher Monk in the building’s bathroom with drug paraphernalia and narcotics.

As Monk was being arrested, officers noticed a car in the parking lot with people inside. When they approached the car, they saw three people inside the vehicle with drug paraphernalia, including hypodermic needles, and a three-year-old child in the backseat.

Morgan Congdon, 28, Vincent Welshman, 28, and Stefanie Strauf, 29, were also arrested.

All four were charged with criminal possession of a controlled substance, unlawful dealing with a child and endangering the welfare of a child.

They are all due in court on January 3.
