NEWBURGH, N.Y. — The City of Newburgh is looking to develop several properties including its historic Dutch Reformed Church and a vacant lot on the waterfront, but residents are questioning some of the details of the proposal. 

The proposal by Alembic Community Renewal was selected from three projects and will cost around $70 million to complete. 

The development would create a mixed-use property in the vacant lot at 2 Montgomery Street, as well as rehab the church and the former City Club property on Grand Street. 

Opposition to the 2 Montgomery plan includes a debate on how much of the housing should be supportive or affordable and whether or not the project should be under a payment in lieu of taxes or PILOT program.

"Hearing arguments and debates on both sides of this debate that has been proposed, known as Alembic, something good will come from it,” said Mayor Torrance Harvey. “Whether it is approved, or it is not approved."

The mayor says the council and city officials are reviewing the proposal and the numbers provided to see if they meet the needs of the city and the residents. If they choose not to accept the proposal, the city will issue a new request for proposals from developers. 

There is no word on when that vote will take place.
