BUFFALO, N.Y. — Gov. Andrew Cuomo entered into a multi-state agreement with three other states Thursday in an effort to increase gun control.

The agreement will ultimately create a database to share information with Rhode Island, Connecticut and New Jersey.

But Erie County Clerk Mickey Kearns believes the pact might be too good to be true.

Kearns says New York State still hasn't worked out the kinks for its own gun database under the SAFE Act, which has caused a lot of confusion.

On top of that, he points out that some people can opt out of making their firearms license public, meaning any proposed database would be incomplete.

"There are police officers, there are people that have businesses and they have pistol permits for protection. We don't think that information should be public if people opt out,” said Kearns.

He adds that state and local leaders should instead be putting more pressure on Congress to act.

"My view is, there needs to be something done at the federal level,” said Kearns.
