A couple months back, we told you about New York City's "special one time assistance" or SOTA program. It relocates homeless individuals upstate and pays for one year's worth of rent. After that, the upstate counties they were moved to are left footing the bill for costs like food, medical care, and other forms of public assistance. So Republican Senator Fred Akshar from Binghamton introduced legislation to deal with this. He tells us how it would work.
