Many questions have emerged following the horrific killing of a 7-year-old Brockport student last week

Police say Abraham Cardenas was killed by his own mother inside of their Town of Sweden home. Hanane Mouhib, 36, is accused of using a kitchen knife to kill the first-grader and has been charged with Second Degree Murder.

Corinda Crossdale, the Commissioner of the Monroe County Department of Human Services, said she could not disclose whether Child Protective Services (CPS) had been involved with the family. 

But we know from Sheriff Todd Baxter that deputies had been to the house before.

The Sheriff has said Hanane Mouhib had previously called 911 to report personal mental health issues. She was even taken to Rochester General Hospital for treatment.

"There were no calls of violence. We certainly would've been aware of that and would have been looking for those signs," said Mike Fowler, Chief of the Monroe County Sheriff's Office. "This was a person who was self reporting a need for help and we assisted them getting to the right resources getting help. Unfortunately it didn't work out the way we had hoped." 

It remains unknown whether the incident elicited any kind of CPS involvement, but the case has now prompted action by the county.

"Today, I am ordering a comprehensive expert review in this matter. This review is not being initiated with a presumption that wrongdoing was done here. I do believe this case is so shocking and appalling that it deserves our full attention," said County Executive Cheryl Dinolfo. 

The Office of Children and Family Services is also investigating this case, as it does any case involving the sudden death of a child.

An OCFS spokesman released the following statement Tuesday:

"We at OCFS are shocked and saddened by this child’s tragic and horrific death. OCFS has directed an immediate and comprehensive safety review, and will be directly involved by providing assistance and oversight of the review. Pending the outcome, the state will commence additional actions as needed. Monroe County’s Department of Human Services has been under a corrective action plan since 2015, following a review of its child protective services program. OCFS suspended the Family Assessment Response (FAR) program due to our ongoing concerns."

County leaders say the expert review is due back in 45 days.
