Carrie Houston is still seeking justice for her son, Trevyan Rowe. The autistic teen walked away from School 12 in March and was later found in the Genesee River.

Houston has hired the JTB Law Group to handle her case. Former FBI special agent and legal adviser Jason Brown is the lead attorney.  

“There is certainly enough fault to go around. There should be a lot of circumspection and people looking at their policies, procedures, how they`re done in practice and how they`re implemented to make sure something like this never ever repeats,” said Brown.

Following Trevyan`s death, six 911 employees were suspended for not following protocol.  In addition, three teachers were placed on leave by the Rochester City School District for changing attendance records. According to the JTB Law Group, several wrongful death litigations are in the works for the adult failures in connection with the case.

“They have monitors that were supposed to spot and make sure that the children got off the bus and into the school and that didn’t happen and then to compound the problem they then falsified records they alleged that he was in school,” said Brown.

Although Brown says the 911 center and the City of Rochester are responsible for Trevyan`s death, he says most of the blame falls on the Rochester City School District.

“I definitely have to think that there were actions of negligence and a cover up, said Brown. Look at what went wrong and meaningfully change it so that no other child is lost and passes ever again. That would be the first step in healing and helping the family move forward”

According to Brown, Houston is still in the grieving process and hopes to sit down with the district and the city in the future.
