President Donald Trump's spending bill would strike a blow to Syracuse's plan to revitalize one of its poorest neighborhoods.
The bill, on the brink of Congressional approval, takes back any unspent funding from the Neighborhood Access and Equity Program. The program was created under the Inflation Reduction Act, passed by Congress in 2022.
Last year, Syracuse won a $30 million competitive grant from the program to help build a new neighborhood that would rise when I-81 is torn down. Joseph Driscoll, the I-81 project director, says the federal funding is now gone despite having Congressional approval and contracts in place.
